The NCASBO School Business Management Academy was established in 2006 to develop our future school business leaders through a comprehensive training program in the area of school finance.  The Academy provides focused training to school business officials in order to:

 

1) Promote the highest professional and ethical standards of school business management practices for North Carolina’s schools;

2) Offer practical information that will help school business officials succeed and excel in their employment; and ,

3) Establish a basis for advancing professionalism of school business officials to assure school districts that current or prospective business officials have a base knowledge about laws, regulations, and procedures for the ultimate benefit of the students of North Carolina’s public school system.

 

The Academy provides a series of core courses for the classifications of school business management and is available to any current NCASBO member.  The program has been designed so that an individual can attain the certification status in three years or less.  Upon successful completion of course work, participants will graduate and receive a certificate verifying completion of the NCASBO School Business Management Academy.  

 

 

 

What are the levels of certification?

 

Initially, NCASBO designed three different certification levels, each specific to the specialty:

 

Business Office Director (Certified School Business Director - CSBD)

This program is intended for persons employed in the school business area, a current finance officer, or someone interested in becoming a school finance officer.  It is highly recommended for current school finance officers, and considered crucial for school finance officers in their first five years of employment in that position.

Prerequisite degree required:  BA/BS in a business-related curriculum (accounting, finance, or business administration) including a minimum of 9 semester hours in accounting; or a baccalaureate degree in a non-related concentration with a minimum of 24 semester hours of business-related courses, 18 hours of which must be in the courses specified in accounting; or a graduate degree in a business-related field; or a Certified Public Accountant licensed in North Carolina; or a current State Board of Education certified finance officer.

Required Academy class hours: 112 (to include required 24 core class hours of accounting)

 

Business Office Manager (Certified School Business Manager - CSBM)

This program is intended for persons employed in directing/supervising one or more of the functional areas in a school business office, or someone aspiring to this type of supervisory position – payroll, personnel, accounts payable, and purchasing are primary examples.  A Business Office Manager typically reports to the finance officer of a school system.

Prerequisite degree required:  BA/BS in a business-related curriculum, or an Associate degree in a business-related curriculum or five years of accounting experience, or an NCASBO Business Office Specialist Certificate.

Required Academy class hours:  84 (to include required 16 core class hours of accounting)

 

Business Office Specialist (Certified School Business Specialist - CSBS)

This program is intended for persons employed in one or more of the functional areas in a school business office – payroll, personnel, accounts payable, and purchasing are primary examples.  A Business Office Specialist typically reports to the finance officer or Business Office Manager of a school system.

Prerequisite degree required:  Associate degree in a business related curriculum or two years of accounting experience

Required Academy class hours:  56 (to include required 16 core class hours of accounting)

 

 

Why become certified?

 

Obtaining certification demonstrates a dedication to the school business profession and offers a base of useful information taught by seasoned practitioners.  School districts that hire business officials believe certification matters.  Obtaining certification enhances job growth and opportunities.  NCASBO firmly believes that managers and school administrators will look for applicants with Academy certification when filling future vacancies in their school system.  This program will be the mark of distinction in school business administration.

 

NCASBO certification courses provide a great deal of information in a short time.  Courses are in-depth training rather than classes in theory and are intended to cover practical major points about their respective topics, offer an opportunity for questions and discussion, and provide resource information for future use.

 

The NCASBO Certification Program has been endorsed by the North Carolina Department of Public Instruction, the North Carolina School Boards Association, and the North Carolina Association of School Administrators.

Who qualifies?

 

Requirements vary for each of the three certification levels.  Each program will be offered by the NCASBO School Business Management Academy or in the partnership of NCASBO with other organizations and institutions.

 

This certification program and its courses have been created and reviewed by the Professional Development Committee of NCASBO and approved by the NCASBO Executive Council.  Anyone registering in the Academy must be a current member of NCASBO, and remain so throughout the required class instruction.

 

 

What are the requirements of the Academy?

 

All Academy classes will be governed by continuing education requirements and will be approved job-related education.  These classes will also count toward the 24 hour annual continuing education requirement for finance officers.  The certificate levels must be completed within a specified time frame, will be for a specific number of class hours, and will require successful completion of a test at the end of each class.

 

Estimated 112 hours for Business Office Director  (within a three year period)

Estimated   84 hours for Business Office Manager  (within a three year period)

Estimated   56 hours for Business Office Specialist (within a three-year period)

 

Certification courses are offered through NCASBO and the NCASBO School Business Management Academy.

 

Some courses and/or requirements may change.  NCASBO and the committee which created this program will continue to evaluate plans and make minor modifications as deemed appropriate.

 

Any person employed in school business operations who meets the stated requirements may receive certification.  There is no requirement for holding a particular position in a school district.

 

 

What is the application process?

 

The one-time registration fee is $100 and the cost of each class may vary depending on the number of credit hours for the class as indicated in the course catalog.  The cost will be $25 per class hour.  All records will be maintained by NCASBO.

 

To begin the certification process, complete and return the NCASBO School Business Management Academy registration form which is on our NCASBO website.  The registration fee is to be included with the completed registration form.  Registration for identified Academy classes will be via the NCASBO website. Payment for the classes is required prior to attendance.  Each chosen certification program is designed to be completed within 3 years.  The 3 year period begins when the first class is taken.

Other FAQs about certification

 

Q:  How and when are classes offered?

 

A:  Each year NCASBO School Business Management Academy provides a course catalog for certification classes.  Core courses will be offered at least annually.  Many classes will be offered every year or every other year based on the need.  Classes will be offered at NCASBO functions, as well as regionally across the state. The frequency of each class will depend on participant demand.  Regardless, classes will be offered to accommodate participants’ needs, when particular class registrants exceed maximums for attendees.  In addition, to make the best use of participants’ time and travel concerns, it is our intention to have more than one class scheduled for a particular certificate level at any given site.  An assessment will be required for each course taken, and will be administered at the end of each class.

 

 

 

Q:  Which certification track is appropriate?

 

A:  It depends on the participant’s current responsibilities and  long-term goals.  If the prerequisites for a particular certification level have been met, the recommendation would be to apply for that certification.  Most of the core courses for the Specialist and Manager are the same, with the requirement that the Manager take prescribed leadership/management core courses.  It is recommended that any potential participant of the Academy review the course catalog for each certificate level first to determine if the courses meet their needs.   

 

 

Q:  Can more than one certification be pursued?

 

A:  Yes.  In fact, since core courses may overlap for the Specialist and Manager certificate level, one may build on the certificate received and will only be required to take the necessary classes that differ from the completed certificate level.  The Director certificate level core courses are at an advanced level and differ from the introductory level of the Specialist and Manager.  Therefore, moving to the Director certificate level will require taking the full Director coursework.   

 

 

Q:  What are the future plans for the Academy?

 

A:  The Academy plans in the future to expand to other areas such as transportation, child nutrition, school board members, facilities management, school administrators, and other areas.

NCASBO School Treasurer

 

 Academy

 

The NCASBO School Treasurer Academy has been developed as a continuation and expansion of the NCASBO School Business Management Academy.  It was felt by the Association that the school treasurers should be the first group of the expansion, as the treasurers in the schools interact so frequently and importantly with the school business offices of the school systems.

 

Facts about the Treasurer Academy

  • To keep the cost of the classes to a minimum, we will have classes regionally, which will reduce travel time and expense.  
  • There will be no application cost of Academy members, as a requirement of taking classes.
  • There is no requirement that Academy members be a member of NCASBO, although they are welcome to do so.
  • Each class will be for 3.5-4.0 hours each, and will cost $25 per class.  Although not required, we highly encourage you to take advantage of full day instruction, when available.  Class materials will be emailed to class attendees prior to each class for which they have registered. These materials are to be printed out, reviewed and brought with them to class.
  • The entire curriculum, which is still in the process of being completed, should require approximately 6-7 total days of instruction.  These classes will be offered multiple times, and will not require that attendees take all classes at one time.  We are aware of the importance of your jobs, and that being away for any extended time from your school is not possible.
  • Classes must be registered for via the NCASBO website, through the Calendar of Events by the Website Manager.

NCASBO School Principal

The NCASBO School Principal Academy has been developed as a continuation and expansion of the NCASBO School Business Management Academy and School Treasurers Academy.  It was felt by the Association that the school principals and assistant principals should be the second group of the expansion, as they interact so frequently and importantly with the treasurers in the schools and with the school business offices of the school systems.


Facts about the Principal Academy
  • To keep the cost of the classes to a minimum, we will have classes regionally, which will reduce travel time and expense. 
  • There will be no application cost of Academy members, as a requirement of taking classes.
  • There is no requirement that Academy members be a member of NCASBO, although they are welcome to do so.
  • Each class will be for 3.5-4.0 hours each, and will cost $50 per class.  Although not required, we highly encourage you to take advantage of full day instruction, when available.  Class materials will be emailed to class attendees prior to each class for which they have registered. These materials are to be printed out, reviewed and brought with them to class.
  • The entire curriculum, which has now been completed, should require approximately 2 total days of instruction.  These classes will be offered multiple times throughout the state, and will not require that attendees take all classes at one time.  We are aware of the importance of your jobs, and that being away for any extended time from your school is not possible.
  • The curriculum has been designed for principals, assistant principals, and those aspiring to those positions.
  • Classes must be registered for via the NCASBO website, through the Calendar of Events by the Website Manager, based on notification from the school system's finance officer.
