School Principal Academy ( 4 classes - each class is 4 hours)

FIN 101P  School Law, Financial Management and Internal Controls

This course covers the North Carolina laws affecting individual school financial management, as well as general school internal controls over cash receipts, cash disbursements, financial record keeping, bank accounts, financial management, allotments and payrolls.  Also included will be internal and external audit instruction, and the role of the principal in overseeing the management of these functions.  Class discussion will enhance the learning experience.

FIN 102P  Special Topics in Financial Management

This class covers special topics encountered by the school principal, but not covered in the other classes.  Areas to be covered will include the relationship with PTAs/PTSAs/PTOs, the relationship with booster clubs, relationships with business partners, relationships with student clubs and organizations, controls over athletic ticket sales, specialized cash security/deposit concerns in secondary schools, controls over athletic expenditures, payments to booking agents, officials, and security officers, and controls over concession sales.

Although some of the topics may not currently be the responsibility of all attendees, it is felt that they should be required to attend this class, as they may be assigned to a school where this knowledge is expected.

FIN 103P  Human Resource and Payroll Management 

This course covers the areas of managing human resources and payroll in the individual school and the interaction and responsibilities with the school system's central finance office. 

Areas to be discussed will include the principal's responsibility in the hiring process, tracking and reporting hours worked, tracking and 
reporting absences and substitutes, contractor vs. employee payments, Family Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), extra duty pay, Worker's Compensation, volunteers in schools, vendors/agents in schools, disability income plan, retirement system, and elective payroll deductions.  Also included will be the responsibilities of payroll management.  Class discussion will enhance the learning experience.

FIN 104P School Accounting and Budgeting - Concepts and Practices

This course covers the areas of the funding and accounting for the various areas of the school that are received from state, local and federal sources.  Included will be explanations of fund accounting, budgets and budget code structure of the chart of accounts, and what is contained and funded through each funding source.  How allotments are budgeted and accounted for is an integral part of this course, and the role of the school principal with the school system's finance officer. Class discussion will be part of the requirements of  the learning experience.
